Organized by the Public Internal Control Department of the Ministry of Finance of Georgia and the World Bank, within the framework of the PEMPAL (Public Expenditure Management Peer Assisted Learning) program, from October 29 to November 2, Georgia hosted an international forum, which was attended by 27 Central Asian, Central and Eastern European About 75 delegates from the country were present.
The forum was opened by Giorgi Kakauridze, the Deputy Minister of Finance, and Mercy Tembon, the Regional Director of the World Bank in the South Caucasus.
PEMPAL is an association established by the World Bank, in which civil servants working in the field of public expenditure management are members. This platform was founded in 2005 by the World Bank and the UK Department for International Development. This was due to the ineffectiveness of resource disposal on the part of a number of states. At the same time, the institutional mechanisms of public finance management required clear improvement in terms of transparency and productivity.
PEMPAL aims to share and deepen knowledge and experience among officials working in the field of public finance management at the international level and to strengthen further cooperation. The format includes working groups united around three components of public finance management: treasury, budget and internal audit. Public Internal Control Department, as the body responsible for introduction/development of internal audit in the public sector of Georgia, functional improvement and coordination of these issues, has been a full member of PEMPAL since 2010. The main goal of the event planned in Tbilisi is to familiarize the colleagues from the partner countries with the knowledge, experience and progress achieved in Georgia in the field of public finance management. As a result, getting proper feedback.
The event consisted of two stages, namely, on October 29-30 of this year, the meetings of the internal control working group will be held, which was opened by World Bank project manager Arman Vatian together with the head of the Public Internal Control Department of the Ministry of Finance of Georgia Giuli Chkuaseli. Representatives of harmonization unit of various Central Asian and European countries, internal auditors, including internal auditors of the European Commission, international experts and other interested parties participated in the work process.
